2 · Prepare a Renewal Record
Use this only after checking the preview. It writes a PREPARED transaction and audit entry to the separate renewal D1. It does not apply the renewal to the production license.
A unique key prevents the same request from creating a second record. This staging Worker currently returns an existing record for a duplicate key; it does not yet validate that all repeated request fields match.
No “Apply Renewal” action is provided in this staging interface.
